ENCOURAGING THE |
WHEREAS, S. 2747, The Land and Water Conservation Authorization and Funding Act of 2009 was introduced by Senators Jeff Bingaman and Senator Max Baucus on the Sixth Day of November, 2009; and
WHEREAS, H. R. 3534, The Consolidated Land, Energy and Aquatic Resources Act of 2009 was introduced by House Natural Resources Committee Chairman Nick J. Rahall on the 17th Day of September, 2009; and
WHEREAS, S. 2747 makes Land and Water Conservation Fund authorization permanent, while H.R. 3534 extends LWCF authorization until 2040; and
WHEREAS, both bills make funds available without further appropriation, while the house measure provides 50 per cent of the revenue for stateside LWCF and 50 per cent for federal; and
WHEREAS, S. 2747, a free-standing bill, may ultimately be included in a larger energy/climate/tax bill, and H. R. 3534 includes the LWCF as one element of a broader bill; and
WHEREAS, the Land and Water Conservation Fund state assistance matching program helps states and local communities protect parks and recreation resources and serves as the primary federal investment tool to ensure that families have easy access to parks and open space, hiking and riding trails and neighborhood recreation facilities; and
WHEREAS, the existence of a strong network of local, state and national protected areas is vital to the work of protecting ecologically important lands and waters for nature and the people;

SYNOPSIS
This Senate Resolution respectfully urges the U. S. Congress to enact S. 2747 and H. R. 3534, pertaining to continued funding for the Land and Water Conservation Fund. |
