SENATE JOINT RESOLUTION NO. 5

 

 

ESTABLISHING A GOVERNOR APPOINTED INDEPENDENT COUNCIL TO EVALUATE STATE SERVICES AND TO DEVELOP A FIVE YEAR PLAN TO RESTRUCTURE AND REORGANIZE STATE GOVERNMENT.

 


 


WHEREAS, the State of Delaware is undergoing the largest budget challenges in recent history;

WHEREAS, the services that The State Government provides under the current operational structure do not match revenues that the State can reasonably or responsibly expect to generate;

WHEREAS, The State Government has not undergone in recent memory global operational and structural review or transformational improvements;

WHEREAS, after a listing and prioritization of such State delivered products and services, a plan to restructure and reorganize State Government is necessary;

NOW THEREFORE:

BE IT RESOLVED by the Senate and the House of Representatives of the 146th General Assembly, with the approval of the Governor, that the Governor will establish an Independent Council consisting of individuals with pertinent expertise to evaluate the services and products provided by the State, and the Independent Council shall establish a prioritization system and prioritized listing of all services and products that the State provides;

BE IT FURTHER RESOLVED, the Independent Council shall, beginning with a clean slate and transformational approach, establish detailed short term and long term options and a five year plan for a complete reorganization and restructuring of State Government to most efficiently and effectively deliver the services identified by the prioritized listing of State services, and to establish the role of State Government as providing only services and products that are necessary for the State;

BE IT FURTHER RESOLVED that the Independent Council shall include in its analysis the following business practices and strategies, among other things:  consolidation of state services, management, and operations, and options for divesting in state real estate and consolidating operations in leased properties, to optimize quality and efficiencies of services;

BE IT FURTHER RESOLVED, that the Independent Council will provide a report back to the Governor and the General Assembly regarding the above findings and recommendations by the first day of the General Assembly session in 2012.


SYNOPSIS

This Joint Resolution directs an Independent Council established by the Governor to prioritize the projects and services provided by the State to use in developing a five year plan to restructure and reorganize State Government. The Council is further directed to provide these recommendations to the General Assembly and the Governor by the first day of the General Assembly session in 2012.
