- This Act is
effective upon its enactment.
- This Act ensures that health
insurers, health service corporations, health maintenance organizations,
or managed care organizations do not set their allowable charges below the
costs incurred by the volunteer ambulance companies in providing an
ambulance run and basic life support services.
- The amounts indicated below are
based from Delaware Health and Social Services, Division of Medicaid and
Medical Assistance Emergency Transportation, Medicaid and Encounter Claim
Analysis for the period 12/1/2012 through 11/30/2013.
- The total cost (all funds) is
calculated to be $6.0 million. The
State share of that would be $2.6 million.
The state share of the total was calculated using an Federal Medicaid
Assistance Percentage (FMAP) rate of 58%.
The calculation includes accounting for the higher federal
financial participation due to the Affordable Care Act Medicaid expansion
and newly eligible population.
Cost:
Fiscal Year 2015: $2.6 million
Fiscal Year 2016: $2.6 million
Fiscal Year 2017: $2.6 million
