DESCRIPTION: AN ACT TO AMEND TITLE 14 OF THE DELAWARE CODE RELATING TO
PERSONAL BODY SAFETY AND CHILD SEXUAL ABUSE AWARENESS AND PREVENTION.

ASSUMPTIONS:
1.
This
Act is effective upon signature of the Governor.
2. This Act requires the Child
Protection Accountability Commission and the Division of Family Services within
the Department of Services for Children, Youth and Their Families, in
coordination with the Department of Education, to develop and implement a
curriculum for employees, students and parents in schools with a grade
configuration of pre-kindergarten through 6th grade.
3. This Act requires that the curriculum
for school district employees be implemented through existing professional
development programs for educators; for students, through health education or
related classes; and for parents, through written materials on an annual basis.
4. This Act also requires school
districts designate an individual responsible for overseeing the curriculum
development within their respective school districts and it is assumed that
this requirement will be accomplished within existing resources.
5. Based on information provided by the
Department of Services for Children, Youth and Their Families, the cost of the
curriculum is indeterminable at this time, as in the past with similar
legislation, they intend to utilize pre-existing curriculum.

Fiscal Year 2017: The cost of developing curriculum
is indeterminable as its unknown whether pre-existing curriculum will be used
or if new, state specific curriculum will be developed
Fiscal Year 2018: The cost of developing curriculum
is indeterminable as its unknown whether pre-existing curriculum will be used
or if new, state specific curriculum will be developed
Fiscal Year 2019: The cost of developing curriculum
is indeterminable as its unknown whether pre-existing curriculum will be used
or if new, state specific curriculum will be developed
