TICK CONTROL.

ASSUMPTIONS:
1.
Effective
upon signature of the Governor.
2. This Act implements the findings
issued on June 1, 2015, from the Lyme Disease Prevention Task Force (“the Task Force”). One of the recommendations was to “develop on
a statewide basis a science-based Integrated Pest management strategy
incorporating acaricide use, biological controls, management of tick-host
animals and backyard habitat management”.
This Act amends the powers and duties of the Delaware Department of
Natural Resources and Environmental Control by granting the Department the
authority to address tick mitigation in the manner recommended by the Lyme
Disease Prevention Task Force.

The
Task Force estimated the cost for the Department to administer the program to
be $106,500. The Department estimates the fiscal impact of this Act will be $118,294
for the first year and $131,596 each year thereafter, in order to implement the
recommendations from the Task Force. The
Department estimates it will require one Environmental Scientist IV (Pay Grade
-17) to effectively administer the program.
The estimated salary costs associated with this position will be $66,509
for the first ten months of the program.
After the first year of the program, the estimated salary costs
associated with this program will be $79,811.
Other costs associated with implementing this program consists of a vehicle
lease at a yearly rate of $7,785, $4,000 a year for office supplies, $6,000 a
year scientific sampling equipment, $5,000 a year for acaricide product
purchases, $10,000 a year for contractual research, $15,000 a year for laboratory
analyses and $4,000 a year for public education and outreach for a total of $51,785.
