This Amendment adds definitions to Chapter 10 of Title 26 and adds a distribution system planning requirement to the distribution system improvement charge on electric and natural gas utilities. While energy supply rates have continued to decline, distribution system investments have continued to increase, driving significant annual rate increases. Distribution planning provides an opportunity for the PSC, and others, to gain insight into the infrastructure investment planning process and the needs that drive added infrastructure investment. This amendment also adds consideration of the impacts of energy efficiency, renewable energy, and potential new technologies to be considered in order to minimize investment and related customer costs.
