| Long Title: | AN ACT TO AMEND TITLE 24 OF THE DELAWARE CODE RELATING TO PAWNBROKERS AND JUNK DEALERS. |
| Synopsis: | This Bill will subject copper wire to the same mandatory 18 day holding period as applicable to other metals and goods sold by pawnbrokers, secondhand dealers, and scrap metal processors. The current exception to the mandatory holding period of 18 days before resale of copper makes it more difficult for the authorities to catch thieves of copper wire. This Bill also increases the maximum penalty for noncompliance with this requirement and other requirements in the subchapter from $5,000 to $10,000 because of the level of harm often suffered by the victims of theft of such items.
