| Long Title: | AN ACT TO AMEND TITLE 21 OF THE DELAWARE CODE RELATING TO SPECIAL LICENSE OR REGISTRATION PLATES. |
| Synopsis: | Section 1. This Section creates gold star family license plates for close relatives of military service members killed in action. Military Operations eligible include WWI, WWII, Korea, Vietnam and the current Iraq and Afghanistan missions.
Section 2. This Section creates special license plates for veterans of Operation Iraqi Freedom.
Section 3. This Section creates special license plates for veterans of Vietnam War.
Section 4 Under current law, 200 applications for a special license plate must be received before the Division of Motor Vehicles will approve such license plate. There are several exceptions created for specific non-profit organizations. This Bill seeks to add a non-profit organization, the US Submarine Veterans, Inc., organization (USSVI, Mid-Atlantic Base) as a non-profit organization whose members can apply to receive a special license plate, provided that at least 35 applications are received by DMV.
Section 5. This Section officially authorizes the Division of Motor Vehicles to issue special license plates to former prisoners of war (§2137), disabled veterans (§2138), and veterans formerly missing-in-action (§2139) for post Viet Nam battles on foreign soil. This language tracks the current special license plate requirements for purple heart (§2139B) and medals or commendations for valor (2139D).
Section 6 - 8. The Buffalo Soldiers Motorcycle Club of Delaware is part of the National Association of Buffalo Soldiers Motorcycle Clubs and is expected to educate themselves and the community in which they live on the history of the Buffalo Soldiers and provide a positive image to our American Youth. Most members are employed in a professional occupation and are or have been military personnel. This Section allows a member of the Buffalo Soldiers Motorcycle Club of Delaware to request a special license plate.
