AN ACT TO AMEND TITLE 16 OF THE DELAWARE CODE RELATING TO CERTIFICATION OF AMBULANCE ATTENDANTS AND EMERGENCY MEDICAL TECHNICIANS.
House Bill No. 241, requiring criminal backgrounds checks for all new EMT-B's, was signed by the Governor on July 12, 2001. That Bill stated that each individual applicant for an EMT-B certificate would pay the State Bureau of Identification for their background check and, in the case of volunteers, would be reimbursed by the State Fire Prevention Commission once they were cleared. According to the State Fire Prevention Commission and the State Bureau of Identification, this system has become unduly cumbersome.
Therefore, this Act changes the above mentioned system. Pursuant to this Act, the State Fire Prevention Commission shall pay the SBI for all criminal background checks for EMT-B applicants and applicants who are denied certification shall reimburse the Commission for those expenses. Likewise, any applicant who is not denied certification, but who is also not a volunteer with a volunteer fire, rescue, or ambulance association shall reimburse the Commission for those expenses.
