AN ACT TO AMEND TITLE 29 OF THE DELAWARE CODE TO ESTABLISH A STERILE NEEDLE AND SYRINGE EXCHANGE PILOT PROGRAM TO PREVENT AIDS AND OTHER DISEASES.

This Act directs the Director of the Division of Public Health to establish a sterile needle and syringe exchange pilot program in the City of Wilmington to help prevent the spread of AIDS and other diseases. The program would use a mobile health services van to offer HIV testing, health counseling, information on substance abuse treatment, and a one-to-one needle exchange program. The goal of the pilot program would be to use a multi-faceted approach to reducing the spread of AIDS and other diseases in Delaware by encouraging drug addicts to seek treatment for their addiction, educating program participants on the dangers of contracting AIDS through needle use, and providing access to sterile needles on a one-to-one basis.
