Senate Bill No. 26 requires that meetings of the Board of Trustees for the University of Delaware, Delaware State University, and Delaware Technical and Community College must be livestreamed using technology that permits the public to hear all participants contemporaneously and requires that recordings of the livestreamed meetings must be maintained on a public website. This Amendment reorganizes these requirements into a single, new section of the Code, but does not make any substantive changes. This Act still requires a greater than majority vote for passage because the Court of Chancery has held that a valid general act of the General Assembly requires the affirmative vote of two-thirds of the members to implicitly change a charter under § 1 of Article IX of the Delaware Constitution.
