This amendment clarifies that the establishment of any system of registration of firearms, firearms owners and firearm transactions is expressly prohibited. This amendment is consistent with the current prohibition against the establishment of such registration systems currently contained in 24 Del. C. § 904. Section 6 of the federal Firearms Owners Protection Act of 1986 contains an almost identical prohibition against the establishment of any system of registration of firearms, firearm owners or firearms transactions or dispositions. See 18 USC § 926 (a)(3). This amendment ensures that Delaware law is consistent with federal law. Additionally, this amendment deletes language that is duplicative of provisions in House Bill 141 requiring a licensee to maintain certain records relating to acquisitions of and dispositions of firearms.
