Section 1. Amend Section 1801(10), Title 2 of the Delaware Code by deleting the phrase "12 persons or more, exclusive of" appearing therein, and inserting in lieu thereof the phrase "16 persons or more, including the driver".
Section 2. Amend Section 1801(12), Title 2 of the Delaware Code by deleting the phrase "having a passenger capacity exclusive of driver of 11 persons or less engaged in the transportation with a driver" appearing therein, and inserting in lieu thereof the phrase "equipped with a taxi meter having a passenger capacity of up to 7 persons, including the driver, engaged in the transportation".
Section 3. Amend Section 1801(13), Title 2 of the Delaware Code by deleting the phrase ", exclusive of driver, of 10 persons or less engaged in the transportation with a driver" appearing therein, and inserting in lieu thereof the phrase "of 15 persons or less, including the driver, engaged in the transportation".
Section 4. Amend Section 1802(b), Title 2 of the Delaware Code by deleting the second sentence thereof in its entirety, and inserting in lieu thereof the following:
"Adoption of these rules and regulations shall be as provided in Subchapter II, Chapter 101 of title 29 of this Code.".
Section 5. Amend Section 1802(c)(3), Title 2 of the Delaware Code by deleting the phrase "to the top of the hood" appearing in the first sentence thereof, and inserting in lieu thereof the phrase "on the front quarter panels above the height of the front tires".
Section 6. Amend Section 1802(g), Title 2 of the Delaware Code by deleting the numeral ".002 (2 mills)" appearing in the third sentence thereof, and inserting in lieu thereof the numeral ".004 (4 mills)".
Section 7. Amend Section 1802(j), Title 2 of the Delaware Code by deleting the word "fee" appearing in the second sentence thereof, and replacing it with the word "penalty", and further amending said subsection by deleting the word "penalty appearing in the third sentence thereof, and inserting in lieu thereof the word "interest".
Section 8. Amend Section 101 of Title 21 of the Delaware Code by deleting the existing subsection (71), defining the word "Taxicab", in its entirety, and inserting in lieu thereof the following:
""Taxicab" includes every self-propelled motor vehicle as defined in §1801(12) of Title 2 of this Code.".
Section 9. Amend Subchapter VI, Chapter 21, Title 21 of the Delaware Code by inserting the phrase "and Limousines" after the word "Taxicabs" appearing in the title thereof.
Section 10. Amend Section 2171, Title 21 of the Delaware Code by inserting the phrase "or limousine" after the word "taxicab" appearing in the section heading thereof, and further amending this section by inserting the phrase "or limousine" after each appearance of the word "taxicab" appearing in this section.
Section 11. Amend Section 2172(a), Title 21 of the Delaware Code by inserting the phrase "or limousine" after the word "taxicab" appearing in the first sentence of this section.
Section 12. Amend Section 2172(b), Title 21 of the Delaware Code by inserting the phrase "or limousine" after the word "taxicab" appearing in the first sentence of this section, and further amend this section by inserting the phrase "and limousines" after the word "taxicabs" appearing in the second sentence of this section.
