AN ACT TO AMEND CHAPTER 215. VOLUME 64, LAWS OF DELAWARE. BEING AN "AN ACT TO RE-INCORPORATE THE CITY OF HARRINGTON" RELATING TO THE CONDUCT OF COUNCIL MEETINGS.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE (Two-thirds of all members elected to each House thereof concurring therein):
Section 1. Amend Section 10, Chapter 215, Volume 64, Laws of Delaware by striking the second and third paragraphs in their entirety and inserting in lieu thereof the following:
"No ordinance, resolution or order shall be valid unless it shall have the affirmative vote of a majority of the members of Council present. Any member of Council who is present and does not vote or abstains from voting on any ordiance, resolution or order shall state his reason therefor.
