AN ACT TO AMEND TITLE 14, DELAWARE CODE, REQUIRING TEACHERS TO READ OR RECITE THE FIRST AMENDMENT OF THE CONSTITUTION OF THE UNITED STATES AND TO PROVIDE TIME FOR STUDENTS TO VOLUNTARILY PARTICIPATE IN MORAL, PHILOSOPHICAL OR RELIGIOUS ACTIVITY IN THE PUBLIC SCHOOLS OF DELAWARE.
Be it enacted by the General Assembly of the State of Delaware [two-thirds of all the members elected to each branch thereof concurring therein]:
Section 1. Amend §4101, Title 14, Delaware Code, by striking said section in its entirety and inserting in lieu thereof a new §4101 to read as follows:
"§4101. Reading of First Amendment of the United States Constitution; Daily Student Activity
(a) At the commencement of the first period of study on the first day of school of each school year in all public schools of the State of Delaware, the First Amendment of the Constitution of the United States of America shall be read or recited by the teacher in charge of such period to the students therein assembled.
(b) During the initial period of study on each school day all students in the public schools of Delaware shall be granted two or three minutes to voluntarily participate in moral, philosophical, patriotic or religious activity."
