PROCLAMATION
Whereas, Delaware patriots had a vital role in creating the inspiring document which served to pave the
way for the founding of our Nation in 1787
with Delaware as its first state; and
Whereas, on July 4, 1776 , the Declaration of Independence did proclaim to the entire world that this new country, founded in the
spirit of freedom under God, guaranteed to all
m e n their inalienable rights of life, liberty, and the pursuit of happiness; and
Whereas, our great Nation, and this Declaration, continually stand
as a source of hope and promise for the peoples of
the world; and
Whereas, on this the 194th anniversary of this document, Americans everywhere are being asked to participate in
the old form of celebration with the ringing of bells from all edifices;
Now, therefore, I, Rus se ll W. Peterson, Governor
of the State of Delaware, do hereby proclaim that
Saturday, July 4, 1970, shall be observed as
INDEPENDENCE DAY
in Delaware, and I order that the flag of the United States of America and the flag of the State of Delaware be properly displayed from all public buildings on this day, and I urge that
all residents of The First State join in this display
of our national and state colors on this anniversary.
Further, I request that all edifices possessing bells arrange
for the ringing of these bells for five minutes beginning at noon
on this Independence Day in order that everyone
in the State may be made more
fully aware of the historic significance of
this occa sion. I a
lso request that all motori sts
drive with their headlights on from 3:
00 p.m. Thursday, July 2 through Sunday, July 5, using low beams
during daylight hours, to forcefully remind us
of the mounting highway toll.
Further, it is m y fervent
hope that, while our citizens are enjoying this
holida y, they will pau
se to give thanks to Almighty God
for the blessings we enjoy as citizens of this great Nation.

of the State of Delaware, have hereunto set my hand
and caused the Great Seal of the said
State to be hereunto affixed at Dover this
sixteenth day of June in the year of
our Lord, one thousand nine hundred and seventy, and
of the Independence of the United States of America, the one hundred and
ninety-fourth.
