To all Persons to whom these Presents shall come, Greeting:

Whereas, an election was held in the State of Delaware, on Tu es day, the third day of November, in the year of our Lord one thou s and nine hundred and seventy, that being the Tuesday next after the first Monday in said month, in pursuance of the Constitution and Laws of the State of Delaware, in that behalf, for the e lection of an INSURANCE COMMISSIONER of the State of Delaware.

A N D WHEREAS, t he official certifica t es or r e turns, of the sa id election, held in the several counties of the said State, having been duly received and examined by the Governor, it appears from th e m that the votes in said county respectively for s uch INSURANCE COMMISSIONER were cast as follow s , to wit:

AND WHEREAS, the said returns of the election as aforesaid, duly made out, signed and executed, having been duly deliv ered to the Governor by the Superior Court of said counties, and the Governor having examined said returns as aforesaid, and enumerated and ascertained the number of votes for each and every candidate or person voted for, for such INSURANCE COMMISSIONER the result appears as follows, to wit:

Whole number of votes for Robert A. Short 99,286

Whole number of votes for Howard Ennis, Jr. 1

Whole number of votes for Rick Barros 1

Whole number of votes for Jack Russell 1

NOW, THEREFORE , I, Russell W. Peterson, Gov ernor of the State of Del aware, do hereby del are that Robert A. Short has re ceiv ed the highe st vote at the election aforesaid, and t h e r ef ore has been and i s duly and legally elected the INSURANCE COM MISSIONER of and for the State of Delaware.
