AN ACT TO AMEND TITLE 21 OF THE DELAWARE CODE RELATING TO INDICATING THE HOLDER IS A VETERAN ON DRIVER LICENSES AND NONDRIVER IDENTIFICATION CARDS.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE (Three-fifths of all members elected to each house thereof concurring therein):
Section 1. Amend §2718, Title 21 of the Delaware Code by making deletions as shown by strike through and insertions as shown by underline as follows:
§ 2718. Information on licenses.
(g) The Division of Motor Vehicles shall upon submission of satisfactory proof, designate on a driver license that the holder is a veteran of the United States Armed Forces or of the National Guard.
(1) An applicant qualifies to have designation that the holder is a veteran added to their driver license if the applicant served in the United States Armed Forces, including a reserve component of the National Guard, and was discharged or released from service under conditions other than dishonorable:
(2) Satisfactory proof that the applicant is a veteran includes any of the following:
a. Form DD-214, Certificate of Release or Discharge from Active Duty.
b. Form DD-256, Discharge Certificate that states “General Under Honorable Conditions”.
c. Form NGB-22 Report of Separation and Record of Service, Departments of the Army and the Airforce, National Guard Bureau.
d. Valid Military ID Card including any of the following:
1. White Common Access Card.
2. Department of Defense Blue ID.
3. Department of Defense Red ID.
e. A valid driver license issued by a state other than Delaware with designation that the holder is a veteran.
(3) When the licensee desires to add designation that the holder is a veteran as part of an initial application, renewal, or duplicate of a license, no fee in addition to the standard application or renewal fee may be charged for adding designation that the holder is a veteran.
(4) When the licensee desires to add designation that the holder is a veteran before license renewal, a fee of $10 may be assessed for such change.
(5) The Division shall coordinate with the Delaware Office of Veterans Services to establish a method of authenticating unclear military documentation.
Section 2. Amend § 3104. Contents of identification cards.
(c) The Division of Motor Vehicles shall upon submission of satisfactory proof, provide that a person making application for an identification card designation that the holder is a veteran on the identification card.
(1) An applicant qualifies to have designation that the holder is a veteran added to their identification card if the applicant served in the United States Armed Forces, including a reserve component of the National Guard, and was discharged or released from service under conditions other than dishonorable:
(2) Satisfactory proof of that the applicant is a veteran includes any of the following:

(3) When and applicant for or holder of an identification card desires to add designation that the holder is a veteran as part of an initial application, renewal, or duplicate of an identification card, no fee in addition to the standard application or renewal fee may be charged for adding designation that the holder is a veteran.
(4) When the holder of an identification card desires to add designation that the holder is a veteran under before identification card renewal, a fee of $10 may be assessed for such change.
(5) The Division shall coordinate with the Delaware Office of Veterans Services to establish a method of authenticating unclear military documentation.
