AN ACT TO AMEND TITLE 16 OF THE DELAWARE CODE RELATING TO THE ENHANCED 911 EMERGENCY REPORTING SYSTEM FUND.
This bill eliminates the mandate that the State pay wireless cost recovery related to 911. To date, Delaware is only one of a few states still accepting invoices from wireless carriers for cost recovery. The original intent of cost recovery was to provide the 911 center a caller’s location when calling from a wireless device. What is called Phase II calling (caller location) is in place and has been for a number of years. With cost recovery language still in the State statute, only two of the carriers have elected to use the funds for daily maintenance and operations. This bill has no negative fiscal impact to the State.
