AN ACT TO AMEND TITLE 24 OF THE DELAWARE CODE RELATING TO PROFESSIONS AND OCCUPATIONS.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE :

Section 1. Amend §102, Title 24, Delaware Code by adding a new subsection (13) to read as follows:

“(13) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to accountancy.”

Section 2. Amend §105, Title 24, Delaware Code by designating the existing text as subsection “(a)” and adding a new subsection (b) to read as follows:

“(b) The Board of Accountancy shall promulgate regulations specifically identifying those crimes which are substantially related to the practice of accountancy.”

Section 3. Amend §107(a)(1), Title 24, Delaware Code by striking the phrase “of a felony of any type nor been convicted of a misdemeanor involving mishandling or misuse of another’s financial, accounting or tax matters”, and substituting in lieu thereof “of a crime that is substantially related to the practice of accountancy”.

Section 4. Amend §117(3), Title 24, Delaware Code by deleting the phrase “felony or any crime which includes an element of dishonesty or fraud”, and substituting in lieu thereof the phrase “crime that is substantially related to the practice of accountancy”.

Section 5. Amend §201, Title 24, Delaware Code by adding a new subsection (4) to read as follows:

“(4) ‘Substantially related’ means the nature of criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to landscape architecture.”

Section 6. Amend §205, Title 24, Delaware Code by adding a new subsection “(c)” to read as follows:

“(c) The Board of Landscape Architecture shall promulgate regulations specifically identifying those crimes which are substantially related to the practice of landscape architecture.”

Section 7. Amend §206(a)(4), Title 24, Delaware Code by striking the phrase “a felony, nor have been professionally penalized or convicted for drug addiction, nor have been professionally penalized or convicted for fraud”, and substituting in lieu thereof the phrase “a crime that is substantially related to the practice of landscape architecture”.

Section 8. Amend §213(a)(4), Title 24, Delaware Code by striking the words “felony or crime involving moral turpitude” and substituting in lieu thereof the words “crime that is substantially related to the practice of landscape architecture”.

Section 9. Amend §302, Title 24, Delaware Code by adding a new subsection (8) to read as follows:

“(8) ‘Substantially related’ means the nature of criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of architecture.”

Section 10. Amend §306, Title 24, Delaware Code by designating the existing text as subsection “(a)” and adding a new subsection “(b)” to read as follows:

“(b) The Board of Architecture shall promulgate regulations specifically identifying those crimes which are substantially related to the practice of architecture.”

Section 11. Amend §307(c)(1), Title 24, Delaware Code by striking the words "committing a felony” and substituting in lieu thereof the words “a crime that is substantially related to the practice of architecture”.

Section 12. Amend §502, Title 24, Delaware Code by adding a new subsection “(13)” to read as follows:

“(13) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to podiatry.”

Section 13. Amend §506, Title 24, Delaware Code by adding a new subsection “(e)” to read as follows:

“(e) The Board of Podiatry shall promulgate regulations specifically identifying those crimes which are substantially related to the practice of podiatry.”

Section 14. Amend §508(a)(6), Title 24, Delaware Code by striking paragraph “(6)” and renumbering the remaining paragraphs accordingly.

Section 15. Amend §515(a)(3), Title 24, Delaware Code by striking paragraph “(3)” and renumbering the remaining paragraphs accordingly.

Section 16. Amend §706, Title 24, Delaware Code by adding a new subsection “(f)” to read as follows:

“(f) The Board of Chiropractic shall promulgate regulations specifically identifying those crimes, which are substantially related to the practice of chiropractic.”

Section 17. Amend §707(a)(6), Title 24, Delaware Code by adding the following at the end of paragraph “(6)” after the period:

“'Substantially relate' means the nature of criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of chiropractic.”

Section 18. Amend §707(a)(5), Title 24, Delaware Code by striking said paragraph “(5)” and renumbering the remaining paragraphs accordingly.

Section 19. Amend §711(b)(2), Title 24, Delaware Code by striking the word "felony” and substituting in lieu thereof the words “crime that is substantially related to the practice of chiropractic. 'Substantially related' means the nature of criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to chiropractic.”

Section 20. Amend §1101, Title 24, Delaware Code by adding a new subsection (10) to read as follows:

“(10) ‘Substantially relate’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of dentistry or dental hygiene.”

Section 21. Amend §1106, Title 24, Delaware Code by designating the existing text as subsection “(a)” and adding a new subsection “(b)” to read as follows:

“(b) The Board of Dental Examiners shall promulgate regulations specifically identifying those crimes which are substantially related to the practice of dentistry and dental hygiene.”

Section 22. Amend §1122(c)(4), Title 24, Delaware Code by striking said paragraph “(4)” and renumbering the remaining paragraphs accordingly.

Section 23. Amend §1128(3), Title 24, Delaware Code by striking it in its entirety.

Section 24. Amend §1402, Title 24, Delaware Code by adding a new subsection (19) to read as follows:

“(19) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the work of an electrician.”

Section 25. Amend §1406, Title 24, Delaware Code by adding a new subsection (b) to read as follows:

“(b) The Board of Electrical Examiners shall promulgate regulations specifically identifying those crimes which are substantially related to the work of an electrician.”

Section 26. Amend §1408(a)(8), Title 24, Delaware Code by striking said paragraph (8) and renumbering the remaining paragraphs accordingly.

Section 27. Amend §1703, Title 24, Delaware Code by relettering the existing subsections (c) through (g) as (d) through (h), and inserting a new subsection (c) as follows:

“(c) ‘Substantially related’ means the nature of criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of medicine, the work of a physician’s assistant, or the practice of respiratory care.”

Section 28. Amend §1720(a)(4), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to the practice of medicine”.

Section 29. Amend §1730, Title 24, Delaware Code by adding a new subsection “(e)” to read as follows:

“(e) The Board of Medical Practice shall promulgate regulations specifically identifying those crimes, which are substantially related to the practice of medicine, the work of a physician's assistant, or the practice of respiratory care."

Section 30. Amend §1731(b)(2), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to the practice of medicine, the work of a physician's assistant, or the practice of respiratory care."

Section 30A. Amend §1770A(b)(3), Title 24, Delaware Code by striking the word “Suspend” at the beginning thereof and substituting in lieu thereof “Refuse to grant a license, or suspend”.

Section 30B. Amend §1770B(e)(9), Title 24, Delaware code by striking the language in the first sentence thereof that follows the words “reprimand a licensee”, and by substituting in lieu thereof “for engaging in unprofessional conduct as defined in §1731(b) of this title”.

Section 31. Amend §1802, Title 24, Delaware Code by adding a new subsection (6) to read as follows:

“(6) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to plumbing services.”

Section 32. Amend §1805, Title 24, Delaware Code by designating the existing text as subsection “(a)” and adding a new subsection (b) to read as follows:

“(b) The Board of Plumbing Examiners shall promulgate regulations specifically identifying those crimes which are substantially related to plumbing services.”

Section 33. Amend §1810(a)(3), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to plumbing services”.

Section 34. Amend §1902, Title 24, Delaware Code by adding a new subsection (o) to read as follows:

“(o) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of nursing.”

Section 35. Amend §1906, Title 24, Delaware Code by designating the existing text as subsection “(a)” and adding a new subsection (b) to read as follows:

“(b) The Board of Nursing shall promulgate regulations specifically identifying those crimes which are substantially related to the practice of nursing.”

Section 36. Amend §1922(a)(2), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to the practice of nursing”.

Section 37. Amend §2002, Title 24, Delaware Code by adding a new subsection (9) to read as follows:

“(9) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of occupational therapy.”

Section 38. Amend §2006, Title 24, Delaware Code by designating the existing text as subsection “(a)” and adding a new subsection (b) to read as follows:

“(b) The Board of Occupational Therapy shall promulgate regulations specifically identifying those crimes which are substantially related to the practice of occupational therapy.”

Section 39. Amend §2008(a)(6), Title 24, Delaware Code by striking said paragraph (6) and renumbering the remaining paragraphs accordingly.

Section 40. Amend §2015(a)(2), Title 24, Delaware Code by striking the words “felony or a crime involving the violation of a patient’s trust” and substituting in lieu thereof the words “crime that is substantially related to the practice of occupational therapy”.

Section 41. Amend §2113(a)(8), Title 24, Delaware Code by striking the words “felony or a crime involving the violation of a patient’s trust” and substituting in lieu thereof the words “crime that is substantially related to the practice of optometry. ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of optometry”.

Section 42. Amend §2502, Title 24, Delaware Code by adding a new subsection (u) to read as follows:

“(u) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of pharmacy.”

Section 43. Amend §2512, Title 24, Delaware Code by designating the existing text as subsection “(a)” and adding a new subsection (b) to read as follows:

“(b) The Board of Pharmacy shall promulgate regulations specifically identifying those crimes, which are substantially related to the practice of pharmacy.”

Section 44. Amend §2518(a)(4), Title 24, Delaware Code by striking paragraph (4) in its entirety and substituting the following in lieu thereof

"(4) convicted of a crime that is substantially related to the practice of pharmacy”.

Section 45. Amend §2518(a)(8), Title 24, Delaware Code by striking the words ”found guilty of a felony” and substituting in lieu thereof the words “convicted of a crime that is substantially related to the practice of pharmacy”.

Section 46. Amend §2602, Title 24, Delaware Code by adding a new subsection (12) to read as follows:

“(12) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of physical therapy or athletic training.”

Section 47. Amend §2604, Title 24, Delaware Code by designating the existing text as subsection “(a)” and adding a new subsection (b) to read as follows:

“(b) The Board of Physical Therapy and Athletic Training shall promulgate regulations specifically identifying those crimes which are substantially related to the practice of physical therapy or athletic training.”

Section 48. Amend §2606(a)(6), Title 24, Delaware Code by striking said paragraph “(6)” and renumbering the remaining paragraphs accordingly.

Section 49. Amend §2616(a)(4), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to the practice of physical therapy or athletic training”.

Section 50. Amend §2702, Title 24, Delaware Code by adding a new subsection (9) to read as follows:

“(9) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of land surveying.”

Section 51. Amend §2706, Title 24, Delaware Code by adding a new subsection (g) to read as follows:

"(g) The Board of Professional Land Surveyors shall promulgate regulations identifying those crimes which are substantially related to the practice of land surveying."

Section 52. Amend §2708(a)(5), Title 24, Delaware Code by striking said paragraph (5) in its entirety and renumbering the remaining paragraphs accordingly.

Section 53. Amend §2712(a)(2), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to the practice of land surveying”.

Section 54. Amend §2901(a), Title 24, Delaware Code by adding a new paragraph (7) to read as follows:

“(7) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of real estate brokering, real estate sales or real estate appraisal.”

Section 55. Amend §2905, Title 24, Delaware Code by adding a new subsection (c) to read as follows:

“(c) The Real Estate Commission shall promulgate regulations specifically identifying those crimes which are substantially related to the practice of real estate brokering, real estate sales or real estate appraisal.”

Section 56. Amend §2907(a)(4), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to the practice of real estate brokering or real estate sales”.

Section 57. Amend §2936(e)(1), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to the practice of real estate appraisal”.

Section 58. Amend §2938(4), Title 24, Delaware Code by striking said subsection (4) in its entirety and substituting in lieu thereof the words “Conviction of a crime that is substantially related to the practice of real estate appraisal;”.

Section 59. Amend §3002, Title 24, Delaware Code by adding a new subsection (9) to read as follows:

“(9) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of professional counseling of mental health.”

Section 60. Amend §3006, Title 24, Delaware Code by adding a new subsection (c) to read as follows:

“(c) The Board of Professional Counselors of Mental Health shall promulgate regulations specifically identifying those crimes which are substantially related to the practice of professional counseling of mental health.”

Section 61. Amend §3008(a)(5), Title 24, Delaware Code by striking said paragraph (5) and renumbering the remaining paragraphs accordingly.

Section 62. Amend §3013(a)(2), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to the practice of professional counseling of mental health”.

Section 63. Amend §3013(a)(3), Title 24, Delaware Code by striking the language “(3) Has been convicted of any offense the circumstances of which substantially relate to the licensee’ actions as a counselor.”

Section 64. Amend §3101, Title 24, Delaware Code by adding a new subsection (12) to read as follows:

“(12) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the provision of funeral services.”

Section 65. Amend §3105, Title 24, Delaware Code by adding a new subsection (f) to read as follows:

“(f) The Board of Funeral Services shall promulgate regulations specifically identifying those crimes which are substantially related to the provision of funeral services.”

Section 66. Amend §3107(a)(7), Title 24, Delaware Code by striking said paragraph (7) and renumbering the remaining paragraphs accordingly.

Section 67. Amend §3112(a)(3), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to the provision of funeral services”.

Section 68. Amend §3302, Title 24, Delaware Code by adding a new subsection (10) to read as follows:

“(10) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of veterinary medicine.”

Section 69. Amend §3306, Title 24, Delaware Code by adding a new subsection (c) to read as follows:

“(c) The Board of Veterinary Medicine shall promulgate regulations specifically identifying those crimes which are substantially related to the practice of veterinary medicine.”

Section 70. Amend §3307(a)(6), Title 24, Delaware Code by striking said paragraph (6) and renumbering the remaining paragraphs accordingly.

Section 71. Amend §3313(a)(4), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to the practice veterinary medicine”.

Section 72. Amend §3502, Title 24, Delaware Code by adding a new subsection (9) to read as follows:

“(9) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of psychology.”

Section 73. Amend §3506, Title 24, Delaware Code by adding a new subsection (b) to read as follows:

“(b) The Board of Examiners of Psychologists shall promulgate regulations specifically identifying those crimes which are substantially related to the practice of psychology.”

Section 74. Amend §3514(a)(2), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to the practice of psychology”.

Section 75. Amend §3602, Title 24, Delaware Code by adding a new subsection (7) to read as follows:

“(7) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of geology.”

Section 76. Amend §3606, Title 24, Delaware Code by designating the existing text as subsection “(a)” and adding a new subsection (b) to read as follows:

“(b) The Board of Geologists shall promulgate regulations specifically identifying those crimes which are substantially related to the practice of geology.”

Section 77. Amend §3608(a)(6), Title 24, Delaware Code by striking said paragraph (6) and renumbering the remaining paragraphs accordingly.

Section 78. Amend §3612(a)(3), Title 24, Delaware Code by striking the word “felony” and substituting in lieu thereof the words “crime that is substantially related to the practice of geology”.

Section 79. Amend §3612(a)(4), Title 24, Delaware Code by striking the language “(4) Has been convicted of any offense, the circumstances of which substantially relate to the practice of geology.”

Section 80. Amend §3702, Title 24, Delaware Code by adding a new subsection (14) to read as follows:

“(14) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of speech/language pathology, audiology and/or the dispensing of hearing aids.”

Section 81. Amend §3706, Title 24, Delaware Code by adding a new subsection (c) to read as follows:

“(c) The Board shall promulgate regulations specifically identifying those crimes which are substantially related to the practice of speech/language pathology, audiology and/or the dispensing of hearing aids.”

Section 82. Amend §3708(b)(3), Title 24, Delaware Code by striking it in its entirety.

Section 83. Amend §3715(a)(3), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to the practice for which the practitioner is licensed”.

Section 84. Amend §3715(a)(4), Title 24, Delaware Code by striking the language “(4) Has been convicted of any offense the circumstances of which substantially relate to the practice of speech/language pathology, audiology or the dispensing of hearing aids.”

Section 85. Amend §3802, Title 24, Delaware Code by adding a new subsection (12) to read as follows:

“(12) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the provision of dietetics/nutrition services.”

Section 86. Amend §3805, Title 24, Delaware Code by designating the existing text as subsection "(a)" and adding a new subsection (b) to read as follows:

"(b) The Committee of Dietetics/Nutrition shall promulgate regulations specifically identifying those crimes which are substantially related to the provision of dietetics/nutrition services."

Section 87. Amend §3811(a)(6), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to the provision of dietetics/nutrition services”.

Section 88. Amend §3902, Title 24, Delaware Code by adding a new subsection (5) to read as follows:

“(5) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to clinical social work.”

Section 89. Amend §3906, Title 24, Delaware Code by designating the existing text as subsection (a) and adding a new subsection (b) to read as follows:

“(b) The Board of Clinical Social Work Examiners shall promulgate regulations specifically identifying those crimes, which are substantially related to clinical social work.”

Section 90. Amend §3915(a)(4), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to clinical social work”.

Section 91. Amend §5101, Title 24, Delaware Code by adding a new subsection (13) to read as follows:

“(13) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to cosmetology, barbering, or manicuring.”

Section 92. Amend §5106, Title 24, Delaware Code by adding a new subsection (b) to read as follows:

“(b) The Board of Cosmetology and Barbering shall promulgate regulations specifically identifying those crimes, which are substantially related to the practice of cosmetology, barbering, and manicuring."

Section 93. Amend §5113(a)(4), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to the practice of cosmetology, barbering, or manicuring”.

Section 94. Amend §5201, Title 24, Delaware Code by adding a new subsection (4) to read as follows:

“(4) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to nursing home administration.”

Section 95. Amend §5202, Title 24, Delaware Code by adding a new subsection (h) to read as follows:

“(h) The Board of Examiners of Nursing Home Administrators shall promulgate regulations specifically identifying those crimes, which are substantially related to nursing home administration.”

Section 96. Amend §5212(a)(4), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to nursing home administration”.

Section 97. Amend §5213(c), Title 24, Delaware Code by striking the word ”felony” and substituting in lieu thereof the words “crime that is substantially related to nursing home administration”.

Section 98. Amend §5302, Title 24, Delaware Code by adding a new subsection (8) to read as follows:

“(8) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the practice of massage and bodywork.”

Section 99. Amend §5306, Title 24, Delaware Code by designating the existing text as subsection "(a)" and adding a new subsection (b) to read as follows:

"(b) The Board of Massage and Bodywork shall promulgate regulations specifically identifying those crimes which are substantially related to the practice of massage and bodywork."

Section 100. Amend §5313(a)(2), Title 24, Delaware Code by striking said paragraph (2) in its entirety and substituting in lieu thereof the following

"(2) Has been convicted of a crime that is substantially related to the practice of massage and bodywork”.

Section 97. Amend §5402, Title 24, Delaware Code by adding a new subsection (14) to read as follows:

“(14) ‘Substantially related’ means the nature of the criminal conduct, for which the person was convicted, has a direct bearing on the fitness or ability to perform one or more of the duties or responsibilities necessarily related to the provision of services by an athlete agent.”

Section 101. Amend §5403, Title 24, Delaware Code by adding a new subsection (j) to read as follows:

“(j) The Board shall promulgate regulations specifically identifying those crimes which are substantially related to the provision of services by an athlete agent.

Section 102. Amend §5407(b)(1), Title 24, Delaware Code by striking the words "a crime involving moral turpitude or a felony" and by substituting in lieu thereof the words "a crime that is substantially related to the provision of services by an athlete agent".

Section 103. Sections 1 through 102 of this Act shall become effective 180 days after this Act’s enactment into law in order to allow time for the promulgation of the regulations referred to therein.

Section 104. The regulations called for in sections 1 through 102 of this Act shall be promulgated within 180 days of this Act’s enactment.
